Notification Regarding By-Elections and Financial Implications

Maidstone Borough Council's Returning Officer is statutorily responsible for the administration and delivery of elections, including by-elections, across all parishes within the Maidstone borough. In accordance with Section 36 of the Representation of the People Act 1983, the Returning Officer is entitled to recover from local Town and Parish Councils any administrative fees and costs incurred in the conduct of such elections.
Parish by-elections may be triggered at any time due to vacancies arising from resignation, disqualification, or the passing of a councillor. The delivery of these elections incurs various costs, including but not limited to, the hire of polling stations, staffing, production and distribution of ballot papers, postal voting arrangements, and associated postage costs.
Maidstone Borough Council has advised that the forthcoming by-election in March is estimated to cost between £6,000 and £10,000. However, final costs will only be confirmed in the weeks following the election.
In the interest of openness and transparency, we wish to inform residents that, as a result of this unexpected expenditure, adjustments will need to be made to the Parish Council’s budget for the forthcoming financial year. While the Parish Council will absorb a portion of these costs, it will be necessary to implement a marginal increase in the Parish precept to ensure financial sustainability.
We recognise and fully support the democratic process, which underpins local governance. However, it is important that residents are aware of the financial implications and the corresponding impact on service provision. The revised precept will take effect from April, and we appreciate the community’s understanding in this matter.
